Just a thought: The beach is more than lovely shells.
i.e. keep in mind that confectioners' sugar can become sand, & fondant can become grasses. Pearls & oysters, shimmering bubbles and rolling wave patterns all evoke thoughts of frothy surf and warm sand beaches.
A Los Angeles bride of mine recently had a starfish and sea shell theme wedding whereby the cake had white chocolate shells on it. As it was outside, we did go with fondant frosting as it holds a little better than buttercream.
Another client had white chocolate shells for favors and used a little brown sugar at the bottom of bag to represent the sand.
You have many options available to you, depending on the bakeries near you and what they have to offer.
A couple of ideas have already been mentioned, but you can also have shells fashioned out of modelling chocolate, and/or sugarpaste. They can be hand painted with food coloring to look just like the real thing, but they are edible!
Realistic looking sand can also be made with a combination of edible ingredients.
A seaside theme is alot of fun, don't forget about grasses, flowers or other elements that are associated with the beach.
We did a sea/beach theme wedding. For the cake I used shells that we got from a local craft store. The bride gave me a large shell that she and the groom had found, that could be used for the topper.
