I have 4 girls ages 11, 10, 4 and 3, and one 4 y.o. boy in the wedding. The boy is the ring bearer. The older two girls will be candle lighters and the younger 2 girls will be flower girls. We may end up with the older girls escorting them if they get distracted.

You can have the oldest girl a junior bridesmaid. The boy a ring bearer and the youngest girl the flower girl and the middle age girl the bell ringer (the one who runs down the aisle saying "the bride is coming" "the bride is coming")

I have the same issue only with a bit younger (6yo) So we decided to have the girl and boy walk together as junior birdesmaid/groomsman and the other younger girls as flower girls. The boy could still carry the ring, or just let the best man have it. Since the kids are older I doubt they would really want to be a ring bearer and flower girl, but if you promote them so to speak it would make it more special for them and not so awkward.

Have 2 or 1 of the girls hold your dress as you walk down the aisle. Or you can have 1 girl walk with the little boy as a little bride and groom, he can still hold the ring. So the other 2 girls can be flowergirls.:)
Also, It's not really a rule to have equal numbers of Flower Girls and Ring Bearers. If you want 3 little girls to put flower petals down the aisle for you, then by all means do so. The one ring bearer will be just fine by himself.

Use the youngest for your flower girl and the other 2 girls as junior bridesmaids. I have the same problem just opposite what you have :)
